On December 24th, the National Development and Reform Commission and the Ministry of Commerce released the "Catalogue of Industries Encouraging Foreign Investment (2025 Edition)", which will come into effect on February 1st, 2026. The "Catalogue of Industries Encouraging Foreign Investment (2022 Edition)" is simultaneously abolished.


The "Encouragement Catalogue" is an important policy for attracting foreign investment in China, and also an important policy for foreign investment industries and regions. The revision and release of the new version of the "Encouragement Catalogue" is an important measure to attract and utilize foreign investment on a larger scale. The overall consideration of this revision is to implement the decisions and deployments of the Central Committee and the State Council regarding stabilizing foreign investment, guide more foreign investment to be directed towards advanced manufacturing, modern services, high-tech, energy conservation and environmental protection fields, as well as the central and western regions and the northeastern region. 


The new version of the "Encouragement Catalogue" contains a total of 1,679 items. Compared with the 2022 version, it has increased by 205 items and modified 303 items. Among them, the National Catalogue of Industries Encouraging Foreign Investment (hereinafter referred to as the National Catalogue) consists of 619 items, with an increase of 100 items and a modification of 131 items; the Regional Catalogue of Industries Favorable for Foreign Investment in the Central and Western Regions (hereinafter referred to as the Regional Catalogue) consists of 1,060 items, with an increase of 105 items and a modification of 172 items. 


Compared with the "Encouragement Catalogue 2022", the main changes in the national catalogue of the bio-based and degradable materials field in the "Encouragement Catalogue 2025" are as follows: 


In the classification of the chemical raw materials and chemical products manufacturing industry, a new item "Development and Production of Bio-based Chemicals" has been added; 


In the classification of the textile industry, new items such as "biobased synthetic fibers, degradable synthetic fibers, and artificial spider silk production" have been added. 


In the classification of the chemical fiber manufacturing industry, a number of degradable and biobased fiber materials are clearly listed. Green and environmentally friendly processes and equipment are adopted to develop and produce degradable fiber materials (polybutylene succinate [PBS], poly(ethylene terephthalate-co-butylene terephthalate) [PBAT], polycaprolactone [PCL], poly(3-hydroxyalkanoate) [PHA], polylactic acid fiber [PLA]), lyocell short fibers (with a single line production capacity of over 50,000 tons), and lyocell fiber filaments, as well as biobased fiber materials (recycled cellulose fibers made from new renewable resources such as bamboo and hemp, seaweed fibers, chitosan fibers, animal and plant protein fibers, biobased polyamide, biobased polyester).
