The Political Bureau of the Central Committee of the Communist Party of China held a meeting on February 27 to discuss the draft of the 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the draft of the Government Work Report, which the State Council intends to submit to the Fourth Session of the 14th National People's Congress for review and deliberation.The General Secretary of the Communist Party of China presided over the meeting.
The meeting pointed out that the period of the 14th Five-Year Plan will be an extremely unusual and extraordinary period in China's development process. After five years of continuous efforts, the main goals and tasks of the 14th Five-Year Plan have been successfully accomplished. China's economic strength, scientific and technological strength, and overall national strength have reached new heights. New solid steps have been taken in advancing Chinese-style modernization, and a good start has been made in the new journey towards the second centenary goal.
The meeting held that the period of the 15th Five-Year Plan is a crucial time for laying a solid foundation and making comprehensive efforts to basically achieve socialist modernization. Under the leadership of the Central Committee of the Communist Party of China, scientifically formulating and implementing the 15th Five-Year Plan Outline, and striving to consolidate and expand advantages, break through bottlenecks, and strengthen weak links, is of great significance for promoting high-quality economic and social development in China and laying a more solid foundation for basically achieving socialist modernization.
The meeting called for, during the review of the draft of the 14th Five-Year Plan and the 2035 Long-Range Objectives by the Fourth Session of the 14th National People's Congress and the Fourth Session of the 14th National Committee of the Chinese People's Political Consultative Conference, the principles of democracy and collective wisdom should be followed to widely build consensus.
The meeting emphasized that we should continue to implement a more proactive fiscal policy and a moderately loose monetary policy, and enhance the synergy between reform measures and macro policies. We should focus on building a strong domestic market, accelerate the cultivation and expansion of new growth drivers, and speed up the pursuit of high-level self-reliance and self-strengthening in science and technology. We should deepen reforms in key areas, further expand high-level opening up, steadily advance the comprehensive revitalization of rural areas, and promote new urbanization and coordinated regional development. We should make greater efforts to ensure and improve people's livelihoods, accelerate the comprehensive green transformation, and strengthen risk prevention and control and safety capacity building in key areas. We should also strengthen government self-construction and firmly establish and practice a correct view of political achievements.
