The European Association calls for a unified approach across Europe to accelerate the implementation of the plastic circular economy.

In February 2026, the European Plastics Association (Plastics Europe) released a significant position paper, presenting clear recommendations for a unified and implementable producer responsibility extension (EPR) framework within the European Union. The aim was to eliminate market fragmentation, reduce administrative burdens, and establish uniform rules to promote the large-scale application of recycled plastics, thereby facilitating the realization of the EU's circular economy goals.


The document states that EPR, as the core tool for the entire product lifecycle management, plays a crucial role in providing financial support for key stages such as recycling, transportation, sorting, and regeneration. Currently, the EPR rules in each EU member state vary significantly, which not only increases the compliance costs for enterprises but also hinders the operation of the single market. It is urgent to establish a unified EPR framework. 


I. Core Proposition: Unified EPR across Europe, balancing technological neutrality and fostering innovation 


Plastics Europe has clearly stated that the EU EPR framework needs to achieve full-dimensional uniformity: 


Unify the core definitions such as "producer" and "market release", and standardize the fee modulation standards; 


Adhere to material and technology neutrality, covering all technical paths including mechanical recycling, chemical recycling, dissolution recycling, and organic recycling; 


Relying on the "Waste Framework Directive" and the upcoming "Circular Economy Law", strengthen the enforcement of existing regulations, and simultaneously connect with product regulations such as the "Packaging and Packaging Waste Regulations" (PPWR). 


II. Powerful Incentives: EPR Bonus Mechanism, Boosting Demand for Recycled Plastics 


To increase the utilization rate of secondary raw materials, the document suggests implementing an EPR cost incentive system at the EU level: 


For producers who use recycled plastic in their products, provide EPR fee reduction / bonus. 


Give priority to promoting the use of recycled plastics in the EU, and strengthen the competitiveness of the European plastic recycling value chain; 


The rewards cover all recycling technologies and bio-based, CCU and other circular raw materials. Moreover, the targets for recycled plastics are set separately from those for bio-based and CCU materials, avoiding the compression of the development space for emerging technologies. 


This mechanism has been piloted in countries such as France, the Netherlands, and Germany. The EU's unification will completely eliminate compliance barriers. 


III. Key Points for Implementation: Upgrade in three dimensions: governance, data, and funds 


Governance: Prohibit public EPR institutions and ensure fair competition 


Publicly-led producer responsibility organizations (PROs) are not allowed; the funds can only be used for the EPR goals and cannot be included in the national general budget. 


Eliminate "free-rider" enterprises, strengthen registration enforcement, and safeguard the interests of compliant enterprises. 


2. Data: The EU Unified Registration System, creating a digital one-stop platform 


Replace each country's independent databases and establish a unified registration and compliance platform at the EU level; 


Integrate the quality balance accounting and certification system to significantly reduce administrative costs. 


3. Funds: Transparent cost allocation, adhering to the principle of net cost 


The EPR cost covers all aspects including recycling, education and publicity, research, and data submission, and is deducted from the secondary raw material sales revenue. 


Regularly review the use of funds to ensure that they are allocated for infrastructure construction and technological innovation. 


4. Specific Subfields: Establish Special EPR Plans for Biodegradable Plastics 


For certified compostable plastic packaging and food contact products, it is recommended to establish a dedicated EPR mechanism. The funds should be specifically allocated for the construction of the organic recycling system, helping to achieve the organic recycling goals of the European Union. 


Plastics Europe stated that a unified and implementable EU EPR framework would provide a stable and predictable compliance environment for the plastics industry, stimulate investment in recycling infrastructure, and drive the EU towards a true closed-loop economy characterized by "high recycling, low landfilling, and low incineration". 


In the future, as the "Circular Economy Law" progresses, the unified EPR process in the European Union will accelerate further. The global plastic industry chain needs to make early preparations to adapt to the latest compliance requirements of the EU.
