On March 31st, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, and the State Administration for Market Regulation jointly issued the "Action Plan for Promoting Optimization and Upgrading of the Textile Industry under the Guidance of Standards (2026-2028)". The plan proposes that by 2028, more than 300 standards related to diversification adaptation, digital transformation, green and low-carbon, health and safety, etc. will be formulated and revised, and the supply capacity of textile standards will be comprehensively enhanced.
The textile industry is a traditional pillar industry, an important livelihood industry and an international competitive industry in China. Standards, as the technical foundation for the development of the textile industry, play a crucial role in supporting and guiding the adjustment of product structure and the transformation and upgrading of the industry.
Currently, China's consumption upgrade is continuously deepening, and market demands are characterized by individualization, diversification and high quality. The current standard system is unable to fully meet the diverse demands. Therefore, it is urgent to implement the "Action Plan" and further improve the textile standard system. By enhancing the quality of standard supply, we can drive the improvement of enterprises' core competitiveness, enhance the adaptability between supply and demand, and promote the high-quality development of the textile industry.
The "Action Plan" focuses on the development goal of optimizing the supply level of textile standards, and has deployed 7 key tasks. In terms of promoting green and low-carbon development, it proposes to concentrate on low-carbon process technologies and equipment, and use standards to guide green manufacturing and the development of green products. It also conducts pre-research on process technologies such as short-process spinning and water-saving dyeing. It focuses on developing standards for carbon footprint accounting rules of typical textile products and standards for recycling of used textiles, accelerating the formulation of green product standards such as bio-based and degradable fiber materials and sustainable textiles, and continuously promoting the revision and formulation of standards for green factories and green industrial parks.
Green Low-Carbon Standards Special Project
Carbon peak and carbon neutrality. Develop methods and standards for quantifying the carbon footprint of typical products such as recycled reusable chemical fibers, cotton textile printing and dyeing products, wool textile products, silk products, chemical fiber filament fabrics, non-woven products, as well as clothing, bedding, and towel products. Establish carbon reduction standards for projects like residual heat recovery from shaping machines, and also set standards for zero-carbon factories and parks, carbon labels, and enterprise environmental, social, and governance (ESG) information disclosure.
Comprehensive utilization of resources. Develop basic general standards for marking of textile product recycling and qualitative and quantitative analysis of recycled fibers, as well as product standards for recycled fibers, yarns, fabrics, and products, and continuously improve the standard system for recycling and reuse.
Green manufacturing. Revise and establish standards for the identification of the biobased properties of textiles, the detection of biodegradation performance, and green products such as bio-based nylon 56, as well as standards for green factories in the wool textile and silk industries.
Energy conservation, water conservation and pollution reduction. Revise and formulate standards for energy consumption and carbon emissions of textile equipment, as well as water-saving enterprises for nylon and viscose fibers and the water efficiency evaluation of textile equipment, qualitative and quantitative analysis of microfibers, and water pollutant emissions in the textile dyeing and finishing industry.
After the release of the "Action Plan", the Ministry of Industry and Information Technology will organize the dissemination and interpretation work, closely cooperate with relevant departments and form a joint force to strengthen supporting guarantees from multiple aspects to ensure the smooth implementation of the plan.
Firstly, in terms of financial support, existing funding channels will be coordinated to support the work of textile standardization. Key standardization units will be included in the national industrial-finance cooperation platform, and places with conditions will be encouraged to increase the intensity of standardization work rewards and subsidies.
Secondly, in terms of talent support, efforts will be made to introduce and cultivate multi-disciplinary and internationally-oriented composite textile standardization talents, and a multi-level standardization talent echelon will be promoted to be established.
Thirdly, in terms of technical support, support will be provided for the establishment of an industry standard consultation service platform, and special training and technical guidance will be encouraged to be carried out to offer comprehensive technical support for enterprises to benchmark and meet standards. At the same time, statistical analysis points and standard implementation monitoring points for the implementation of mandatory textile standards will be established, and the monitoring and analysis of the effective implementation rate of standards will be explored.
Fourthly, in terms of policy support, the organic connection between standards and policy planning will be strengthened. Advanced and applicable standards will be introduced and referenced in government centralized procurement and industry regulatory conditions and other policy measures to promote the implementation of standards through policy guidance.
