On the morning of the 24th, the Central Committee held a press conference. The Party Leadership Group of the National Development and Reform Commission proposed to build emerging pillar industries and accelerate the development of strategic emerging industrial clusters such as new energy, new materials, aerospace, and low-altitude economy. 


Promote quantum technology, biomanufacturing, hydrogen and nuclear fusion energy, brain-computer interfaces, embodied intelligence, and the sixth-generation mobile communication to become new growth drivers. These industries are gathering momentum and will create a new generation of China's high-tech industries in the next 10 years.

01 "The 15-16 Plan" - Why was "biomanufacturing" nominated as a high-tech industry for the next 10 years?

For our country, biomanufacturing holds even greater significance.

First, it is the foundation for the transformation and upgrading of China's manufacturing industry, representing true new quality productive forces, capable of fully empowering almost all manufacturing sectors; second, it is the most sustainable and lowest-carbon green industry direction, capable of making up for China's deficiencies in oil, arable land, etc. to the greatest extent; third, it can form the largest emerging industry category, with the United States already planning to establish a 30-trillion-dollar biomanufacturing scale, equivalent to creating another United States; fourth, it is a field that can attract a vast amount of capital, becoming the largest pool of funds after the bursting of the real estate bubble.

From a strategic perspective, the importance of biomanufacturing is, to some extent, no less than that of chip research and development.

In terms of policy planning, the United States has already formulated a detailed action plan, aiming to replace 90% of traditional plastics with biobased products within 20 years; the carbon border adjustment mechanism to be implemented by the European Union in 2027 also poses a new green trade barrier for China's high-carbon emission products.


02 How can China "rebuild" a biomanufacturing high-tech industry in the next 10 years? 

Mastering the underlying technologies is the top priority for the development of biomanufacturing in China over the next 10 years. 


First, we need to establish a high-level research platform. The national laboratories that are currently being planned should have a place for the field of biological manufacturing. Second, we should adhere to collaborative innovation between industry, academia and research institutions, clearly define the division of labor and responsibilities, and resolutely eliminate duplicate project approvals and vicious competition among various institutions. Third, we should fully leverage the role of the market mechanism. Enterprises should not merely play a supporting role but should take the lead in choosing research directions and models, and gain more decision-making power. 


At the same time, we need to strengthen top-level design and focus on key research areas such as carbon dioxide biological conversion and future food manufacturing.
