We will strengthen pollution prevention and control and ecological improvement. We will continue to advance the battle to protect our blue sky, clear water and clean land. We will formulate an action plan for the comprehensive treatment of solid waste, and strengthen coordinated treatment of new pollutants and environmental risk management. We will actively yet prudently promote peak carbon neutrality. We will steadily carry out the second batch of national carbon peak pilot projects, and establish a batch of zero-carbon parks and zero-carbon factories. We will accelerate the establishment of a dual carbon emission control system and expand the coverage of the national carbon emission rights trading market. We will carry out statistical accounting of carbon emissions, establish a product carbon footprint management system and carbon identification certification system, and actively respond to green trade barriers. We will speed up the construction of new energy bases for the "Shager shortage", develop offshore wind power, and coordinate the construction of local consumption and delivery channels. We will carry out trials and demonstrations to upgrade coal power plants to low-carbon levels. We will plan a package of major projects to address climate change, and actively participate in and lead global environmental and climate governance.
