Recently, the People's Bank of China, the China Banking and Insurance Regulatory Commission, and the China Securities Regulatory Commission jointly issued the "Green Finance Support Project Catalogue (2025 Edition)", further intensifying financial support for the comprehensive green transformation of economic and social development and the construction of a beautiful China.
The Catalogue is uniformly applicable to all types of green financial products, including green credit and green bonds, thus ending the previous situation where standards for green loans and green bonds were not unified. It will significantly enhance the management efficiency of green financial business and reduce the cost of project identification, ensuring that funds are accurately directed to green and low-carbon fields.
The Catalogue covers nine major areas, including energy conservation and carbon reduction industries, environmental protection industries, resource recycling and utilization industries, green and low-carbon transformation of energy, ecological protection, restoration and utilization, green upgrading of infrastructure, green services, green trade, and green consumption.
"Manufacturing of degradable agricultural films, as well as industrial, commercial and daily-use degradable packaging films" is listed under environmental protection industries; "Manufacturing of bio-based and starch-based new materials - activities involving the production of products using agricultural and forestry waste such as straw as raw and auxiliary materials" is included under resource recycling and utilization industries; and various "bamboo-based substitutes for plastic" products manufacturing are included under ecological protection, restoration and utilization industries.
In addition, biomass energy is included in multiple areas of the Catalogue, covering the entire chain from technology, equipment, production to green certification and green trade.
The "Catalogue of Green Financial Support Projects (2025 Edition)" will come into effect on October 1, 2025.
