On November 7th, the General Office of the State Council issued the "Opinions on Accelerating the Cultivation and Opening of Scenarios to Promote the Large-scale Application of New Scenarios". Scenarios are specific contexts used to systematically verify the industrial application of new technologies, new products, and new business models, as well as the supporting infrastructure, business models, and institutional policies. They serve as a bridge connecting technology and industry, and research and development with the market, and are an important carrier for promoting the integrated development of scientific and technological innovation and industrial innovation. They play a significant leading role in promoting the large-scale commercial application of new technologies and new products.
The "Opinions" focus on five aspects: creating a number of new field and new track application scenarios, building a number of new business model application scenarios for industrial transformation and upgrading, launching a number of application scenarios in various industries, innovating comprehensive application scenarios for social governance and services, and enriching application scenarios in the field of people's livelihood. It proposes 22 key areas for scenario cultivation and opening. Among them, it is proposed that in the field of biotechnology, biotechnology should be widely applied in the industrial innovation scenarios of new materials, construction, energy, and environmental protection. Key application scenarios such as bio-based material substitution, low-carbon transformation of bioenergy, and green preparation of natural products should be opened up, and an ecosystem for the integrated development of the biotechnology industry should be constructed. In the field of manufacturing, the application of core technologies such as intelligent manufacturing, green manufacturing, service-oriented manufacturing, industrial biotechnology, and industrial intelligence should be focused on. Application scenarios such as flexible production lines, intelligent factories, green factories, high-standard digital parks, and zero-carbon parks should be innovated. Key manufacturing enterprises should be supported to open up application scenarios for their own basic software and industrial software products, and typical application scenarios of vertical large models in the industrial field should be selected and cultivated. Localities and enterprises are encouraged to cultivate application scenarios for production-oriented service industries such as industrial design, pilot verification, and inspection and testing.
The "Opinions" emphasize that it is necessary to deeply promote the opening and fair and efficient allocation of scenarios, coordinate and advance the reforms of access, scenarios, and elements, and give full play to the experimental role of scenarios in institutional construction. It is also necessary to enhance the guarantee capacity of application scenarios, strengthen policy support, and improve management systems. The "Opinions" clearly state that all localities and relevant departments should, under the centralized and unified leadership of the Party Central Committee, strengthen coordination and cooperation, increase efforts in scenario cultivation and opening, and implement them in accordance with local conditions. Government agencies, public institutions, and state-owned enterprises should play a leading and exemplary role. The National Development and Reform Commission should work with relevant parties to provide guidance and coordination, promote scenario cultivation and opening through innovative methods, put forward more explicit and executable requirements, give full play to the role of scenario policy tools, release application scenario project lists in batches, organize and implement several major projects around the construction of comprehensive major scenarios, summarize experiences in a timely manner, do a good job in publicity and promotion, and create a favorable atmosphere.
